This is actually a little longhorn cowfish. It's a type of box fish, I think. See the little horns at the top? It has two little horns at the bottom in back as well.

The longhorn cowfish, Lactoria cornuta, is a variety of boxfish from the Ostraciidi family, recognizable by its long horns that protrude from the front of its head, rather like those of a cow or bull.
