Very Cheap & Easy Balloon Weights To make balloon weights, simply fill helium quality balloons with water & tie in knot as close to balloon as possible. Wrap in metallic tissue paper (DollarTree~ 3 lg, sheets, cut in 1/2). Secure with small rubber band. Tie with fancy, curling or any ribbon & even use the metallic rope from the Dollar Tree that is in the shape of stars, hearts, "Happy Birthday", teddy bears, rattles, etc. or flowers to give it an extra flare.Tie balloons to the neck of weight.
